National Roadside Council Correspondence, 1929-1949

As shown through her correspondence and papers, Series II contains a detailed account of Helen Binney Kitchel's eight year (1931-1939) as the Representative from Greenwich in the Connecticut House of Representatives. The bulk of the papers between 1923 and 1939 are concerned with the Kitchel Bill to prohibit billboards along scenic highways. This series also contains other papers regarding Mrs. Kitchel's position on the National Roadside Council, state zoning regulations, and other legislative matters.

This series has been divided into three subseries, the first containing Mrs. Kitchel's billboard correspondence and legislative papers, the second made up of papers concerning her other work as a House Representative, and the last containing printed material concerning billboard legisplation. All correspondence regarding Billboard legislation is arranged chronologically in order to best demonstrate to the researcher how the legislation evolved. Papers designated with a year, but without a specified day, have been placed at the back of each file. Papers without any dating have been placed in a file labeled "Billbaord Correspondence/Legislative Papers circa 1931-1939" the last file in subseries II.1.
